    Regardless of the type of early childhood program, all programs should be grounded in high-quality practices that support the development and well-being of children. While program models, philosophies, and funding sources may differ, there are consistent standards that define quality across all early childhood settings. Administrators are responsible for ensuring that their programs meet these expectations and provide safe, supportive, and developmentally appropriate environments.

    High-quality programs follow all local licensing requirements, state regulations, and applicable federal guidelines. These regulations are in place to ensure the health, safety, and well-being of children and must be consistently maintained. Programs should hold the appropriate licenses for operation and remain in good standing with regulatory agencies. Maintaining compliance is not only a legal responsibility, but also a foundational component of program quality.

    In addition to meeting licensing requirements, high-quality programs are guided by professional standards, such as those outlined by the National Association for the Education of Young Children. NAEYC emphasizes developmentally appropriate practice, play-based learning, strong relationships, and inclusive environments that respect the diversity of children and families. These standards support programs in creating meaningful learning experiences that promote children’s social, emotional, and cognitive development.

    Administrators should view these standards as more than a checklist. High-quality programs reflect intentional decision-making, ongoing reflection, and a commitment to continuous improvement. By aligning program practices with licensing requirements and professional guidelines, administrators help ensure that all children have access to safe, engaging, and supportive early learning environments.
