    Growing enrollment in an early childhood program requires more than advertising open spaces. Enrollment is shaped by how well the program understands its community, designs services around family needs, communicates with potential families, and maintains trust with currently enrolled families. A program may have strong outreach efforts, but if its hours, age groups, enrollment process, or family communication do not match community needs, enrollment may remain unstable.

    This chapter examines enrollment as a system rather than a single administrative task. It explores how programs identify target populations, align services with community demand, communicate effectively with families, manage waitlists and enrollment data, and retain currently enrolled families. It also considers the ethical responsibilities involved in enrollment growth, including the need to balance program capacity, inclusion, equity, and quality. By approaching enrollment thoughtfully, administrators can grow programs in ways that are both sustainable and responsive to children, families, and the community.
