    Chapter Summary

    Growing enrollment in an early childhood program requires attention to recruitment, retention, program design, family experience, and ethical decision-making. Programs must understand the needs of their community, define the populations they are designed to serve, and align services with family schedules, eligibility requirements, accessibility needs, and inclusion supports. Marketing and outreach can help families learn about the program, but enrollment growth also depends on clear communication, responsive follow-up, and a manageable enrollment process.

    Sustainable enrollment depends on retaining currently enrolled families, using data to anticipate openings and trends, and managing waitlists accurately. Administrators must also balance growth with program quality, staff capacity, equity, and effective group size. Enrollment decisions should be made thoughtfully so that growth strengthens the program rather than creating conditions that undermine safety, inclusion, or family trust.

    Reflection Questions

    1. How can an early childhood program determine whether low enrollment is caused by lack of awareness, mismatch with family needs, barriers in the enrollment process, or retention problems?
    2. Why is it important to distinguish between licensed capacity and effective capacity when making enrollment decisions?
    3. How can programs grow enrollment while still supporting equity, inclusion, and transparency for families?
    4. What types of data should administrators track to make informed enrollment decisions, and how might that data guide program changes?
