Identifying Person-Centered Services and Supports
One of the challenges people receiving regional center services face is feeling like they do not know what to request. Often this is where trust falters, and people feel overwhelmed. Using the service coordinator’s expertise can help the SDP participant improve their lives, but understanding what the regional center can provide, based on the Lanterman Act services, can help all parties.
Helping Participants Find What They Need: Understanding Purchase of Services (POS) guidelines from regional centers
Here is a summary of Central Valley Regional Center’s Purchase of Services policy document from 2024. Each regional center should have their own POS guidelines posted on their website. Take a minute to find the regional center that serves your community now.
The original document is from Central Valley Regional Center (CVRC). The CVRC Purchase of Services (POS) policy outlines how the regional center determines, authorizes, and funds services for individuals with developmental disabilities. All purchased services must align with the Lanterman Act, be based on the individual’s needs and preferences, and be documented in an Individual Program Plan (IPP) or Individual Family Service Plan (IFSP). Keep in mind that purchases and services in SDP must also follow the Centers for Medicaid and Medicare services guidelines.
Independent Facilitators can use this structure to guide planning, help individuals advocate for services, prepare for IPP meetings, and ensure that requests meet regulatory requirements.
The policy emphasizes:
- Person-centered planning
- Use of generic resources first (e.g., Medi-Cal, schools, IHSS)
- Least-restrictive and cost-effective services
- Evidence-based supports only
- Service effectiveness and progress monitoring
Understanding these principles helps Independent Facilitators prepare strong, compliant justifications for service requests and support individuals in navigating denials, appeals, and exceptions.
Noncredit Community College Opportunities
California Community Colleges offer noncredit classes to the community. There are classes that are geared towards people with disabilities. And, there are short term business development certificates. One category of classes is the "Career Development and College Preparation" or CDCP certificates. These certificates are built to retrain, enhance skills, and lead to employment.
Noncredit course availability varies by college. MiraCosta and Mount San Antonio College has huge noncredit programs. Other colleges may have fewer course offerings, but they might be exactly what you are looking for.
Deeper thinking about person-centered services and supports
Here's an analysis activity to dig deeply into a PCP goal:
- Consider the connections between the person-centered plan and the services and supports a participant needs to meet their PCP goals.
- Choose one PCP goal.
- Brainstorm all the things that need to happen for the goal to be met
- Create a pathway to achieve the goal.
- Now list every service or support that will be needed to achieve that goal.
- Who/which organizations or agencies can provide the service/support?
- How much will it likely cost?
- What will success/goal achievement look like?
- Prioritize -- which parts of the goal will be addressed in this year's spending plan?
