The last main data set that is commonly used in the field of criminal justice is the National Crime Victimization Survey or NCVS for short. This data set approaches the crime issue from a different direction. Instead of focusing on crime and criminals, it focuses on the victims. Were you a victim of crime in the past year? Did you report it?
The NCVS is the largest and most widely used victim survey in our country. It is conducted by the Bureau of Census in cooperation with the Bureau of Justice Statistics. The NCVS samples about 100,000 individuals each year and it asks these individuals questions twice a year for four years. The questions focus on household and personal victimization for all individuals in the household who are over the age of 12. The NCVS also collects a lot of other information about the victims, any identifying characteristics of the offender, and about the crime situation itself.
Crime Trends
Although the rates of crime reported in the NCVS fluctuate each year, there are many findings which are consistent from year to year. For instance, men have significantly higher rates of crime victimization than women. Minorities tend to have higher victimization rates than non-minorities. Crimes tend to happen more often in the evening hours and many victims do not report the crime to authorities. Some crimes, such as rape, have high rates of non-reporting, whereas other crime types, such as vehicle theft, have high reporting rates because they are not as personal and traumatizing in nature and a report is typically required by insurance companies.
Criticisms
A main weakness with this data set may be the memory of the respondents. Although each respondent is visited twice a year, it is difficult for some to think very far back and remember accurately the details of the traumatizing event. There is still some non-reporting as some victims may not be ready to talk to anyone, including the researcher, about their experience. There may also be some over-reporting by individuals who are somewhat paranoid and tend to think every screen door blown open by the wind is an attempted burglary.
