- Recount the early development of police in England, the Eastern United States, and the Western US territories.
- Recognize the problems of the early police agencies and how that may contribute to problems today.
- Identify numerous early reforms of law enforcement.
- Understand the four main impetuses for change in the 1960s–1980s and what those changes were.
Now that we have looked at an overview of the entire criminal justice system, we have examined research and statistical issues, and we covered many different theories—it is time to move into the various subsections of the criminal justice system namely Police, Courts, and Corrections. The first subsection we will look at is Police and we will have three chapters focusing on this aspect of the justice system. This chapter will provide an overview of law enforcement including both its history and how it operates in modern-day America. In the next chapter, we’ll delve more deeply into the organization of law enforcement agencies and in the final chapter we will examine various issues within the realm of law enforcement.
Often many students are most interested in the law enforcement component. Whether this is true or not for you, this is the component we will start with because it is in fact their discretion which either put the rest of the system into motion or not. If an officer chooses not to pull over a speeder then there will not be a ticket and will be no need for court date nor will there be any payment or other form of corrections. You do not see Judges or Wardens jumping out of their vehicles to enforce the law. Typically, it is the discretion of law enforcement to have a citizen be involved with the justice system or not.
