If treatment programs are available within the institution they may take different forms. Occasionally the program may be counseling oriented particularly in terms of group counseling. There are many special needs inmates such as the mentally ill, elderly, addicts, and inmates with AIDS. There typically are not special programs for these unique inmates. There may be educational training available, typically training to receive your GED is provided but some institutions offer enough courses that an individual can obtain a college degree. There may also be vocational training programs such as work release or an industry within the prison such as making furniture or license plates. Additionally, some institutions make arrangements for conjugal and or family visits on special weekends.
There are some problems with these attempts at providing treatment programs. One of the primary weaknesses is that not all institutions have programs and in those institutions that have programs these programs are not available to all inmates. Typically, 30% or less of the inmate population at an institution will be able to participate in one of the program. Additionally, there is a lack of qualified staff to offer therapy, work skills, or education. This lack of programmatic availability is primarily because the philosophy of less eligibility. Some citizens do not think it is fair that an inmate may have access to treatment or education that their own child would not have access to if they do not break the law.
