Designing the Evaluation Framework

- The PMO (Project Management Office) or equivalent oversight body, to verify that process integrity was maintained
In certain high-stakes or cross-functional projects, a Change Control Board (CCB) or senior procurement committee may review the recommended vendor selection—especially if changes have occurred since the RFP was issued (e.g., budget cuts, revised timelines, updated compliance regulations).
If a non-scoring factor drives a different selection (e.g., emerging legal issue, reputational concern), the CCB has the authority to override the top-scoring vendor, but only with justification and documentation.
Best Practices for Transparent Evaluation
- Document the scoring methodology in advance and publish it in the RFP
- Keep proposal copies and evaluator notes archived for auditability
