Scenario 20 – Consequences of Stabilization Decision

    Scenario Context

Following the decision made in the previous scenario, ZynoxDev has executed the agreed course of action.

    Actions taken included:

    • Adjustment of development priorities

    • Focused effort on stability and defect resolution

    • Reduction or restructuring of ongoing architectural changes

The system has now undergone one full iteration under the new approach.

    Results are available.

    Email from Julie Rama

Subject: Post-Stabilization Update – Current System State

    Hi,

I wanted to provide an update following the implementation of the agreed stabilization approach.

    1. Current Performance

    • Velocity: 89% of baseline (improved from prior iteration)

    • Defects: 12 open

      • High Severity: 1

      • Medium: 5

      • Low: 6

    • Regression defects significantly reduced

    2. Stability Improvements

    • System behavior is more consistent across modules

    • Previously unstable areas have been stabilized

    • QA cycles have become more predictable

    3. Residual Issues

While stability has improved, we are observing:

    • Reduced development throughput

    • Slower progress on enhancement backlog

    • Some architectural inconsistencies remain unresolved

    • Technical debt in certain modules is still present

    4. Schedule & Budget

    • Schedule: Recovery in progress but still behind original plan

    • Budget: +9.3% cumulative

    5. Stakeholder Feedback

    Initial feedback indicates:

    • Improved confidence in system stability

    • Continued concern about delayed enhancements

    • Mixed perception of overall progress

    6. Next Consideration

We are now at a point where we need to determine:

    • Whether to resume architectural improvements

    • Whether to accelerate backlog enhancements

    • Whether to continue focusing on stabilization

Please advise on how you would like to proceed.

    Best,
    Julie

    Attachment A – Performance Comparison

    Metric Pre-Decision Current
    Velocity 82% 89%
    Defects 30 12
    High Severity 4 1
    Stability Low Improved

    Attachment B – Trade-off Summary

    Area Status
    Stability Improved
    Enhancement Progress Slower
    Technical Debt Still present
    Budget Increased

    Student Assignment

You are the Project Manager at C-Bay.

Your previous decision has resulted in:

    • Improved system stability

    • Reduced defect levels

    • Slower progress on enhancements

    • Continued budget pressure

    • Remaining architectural issues

    You must now determine:

    • What the next priority should be

    • How to balance stability, enhancements, and technical debt

    • How to communicate progress and trade-offs

Prepare a formal written response to Julie Rama.

    Required Submission Structure

    Your memorandum must include:

    1️⃣ Executive Position

    • Has the project improved?

    • Is the current state acceptable?

    • What is the primary objective moving forward?

    2️⃣ Outcome Evaluation

    • Was the previous decision effective?

    • What improvements were achieved?

    • What trade-offs emerged?

    3️⃣ Strategic Direction

    Choose and justify next focus:

    • Resume architectural improvements

    • Accelerate enhancement backlog

    • Continue stabilization focus

    • Introduce balanced phased approach

    4️⃣ Schedule & Budget Position

    • Is current trajectory acceptable?

    • Should cost recovery measures be introduced?

    • Should timeline expectations be adjusted?

    5️⃣ Risk Assessment

    Identify and evaluate:

    • Technical debt risk

    • Delivery delay risk

    • Budget overrun risk

    • Stakeholder expectation risk

    Assign likelihood and impact.

    6️⃣ Stakeholder Communication Strategy

    • How will you communicate progress?

    • How will you explain trade-offs?

    • How will you manage expectations moving forward?

    7️⃣ Directive to ZynoxDev

Provide a clear directive, such as:

    • Resume architectural improvements in controlled phases

    • Prioritize enhancement backlog

    • Maintain stabilization focus

    • Balance work across all areas

    Learning Focus

    Scenario 20 introduces:

    • Evaluating outcomes of prior decisions

    • Managing trade-offs across competing priorities

    • Moving from reaction to strategy

    • Recognizing that improvement in one area impacts another

    • Leading forward after recovery

    Students must demonstrate:

    • Reflection

    • Strategic thinking

    • Balanced prioritization

    • Forward planning

    Key Insight

    Every decision creates:

    • Gains

    • Losses

    • New constraints

    The next step is always:

    What do we optimize now?

    This scenario reinforces:

Good decisions do not eliminate trade-offs — they reshape them.
