We are now in the final stages of project readiness for the UCMS Unified Clinical Management System engagement. Having completed our execution plan (Milestone 3), financial modeling (Milestone 4), and scope/schedule control toolkit (Milestone 5), we must now prepare the systems that will protect project funding and ensure the quality of our deliverables.
This milestone focuses on Control Implementation for Budget and Quality—two domains that are essential to the credibility, value, and sustainability of any client-facing engagement.
🔎 What You’re Being Asked to Build
Your task is to create two integrated control systems:
1. Budget Control System
UCMS stakeholders and the internal finance team require ongoing visibility into how funds are being used.
You will:

Track actual labor and non-labor costs against the approved budget from Milestone 4

Identify cost categories, time periods, or roles where budget variance emerges

Flag risks of overruns and provide narrative insight into cause and resolution

Support “burn-down” reporting by showing how much of the budget has been used vs. remaining

2. Quality Control & Assurance System
UCMS will rely on us not only to deliver on time, but to deliver solutions that work, meet specifications, and require minimal rework.
You will:

Define quality standards and acceptance criteria for key deliverables (based on Charter and stakeholder priorities)

Design a quality checkpoint schedule (linked to milestone or phase reviews)

Create a Defect Log or QA Tracker for recording, assigning, and resolving quality gaps

Build escalation protocols for unresolved or critical quality issues
