- John O'Brien's role in the person-centered planning movement
Person-centered practices within the disability context gained popularity in the United States as people with disabilities moved from institutions to the community in the 1970s and 80s. As the culture began to shift from a medical model of disability to a more inclusive social model of disability, the way of planning for people’s wants and needs needed to evolve, as well.
John O’Brien is considered one of the original thought leaders on person-centered planning with people with developmental disabilities. There are many others who contributed to the field, but O’Brien’s contributions should be recognized and celebrated by people focused on self-directed services, like people who support the Self Determination Program.
In John O'Brien's, “A Genealogy of Person-Centered Planning With People With Developmental Disabilities”, the author provides a brief history of the original purpose and evolution of person-centered planning. His points are important to anyone supporting and upholding human rights with people with disabilities as a foundation for what we are doing.
O’Brien states, “From its origin person-centered planning was inseparable from the work of discovering community opportunities and developing new ways to organize support” (p. 5). A deep emphasis on person-centered planning requires us to commit to locate and encourage community support. Without a commitment to community inclusion, this work will remain incomplete.
Person-centered planning was not originally intended to help coordinate services and focus systems. Its original purpose was deeply rooted in civil rights. Today, we are focusing this strategy to help drive a system, but the focus on civil rights remains.
