The most important concept in this chapter is the development of a local emergency management committee (LEMC) that establishes horizontal linkages among a local jurisdiction’s government agencies, NGOs, and private sector organizations relevant to emergency management. In addition, an LEMC can provide vertical linkages downward to households and businesses and upward to state and federal agencies.
